Hacia un nuevo modelo de seguridad social
Abstract
The authors propose the creation of a new universal social security system in Mexico and outline its main features. The current system urgently requires a profound reform in the light of Mexico’s new demographic, epidemiological, medical, actuarial, social, economic, and political conditions. The article argues that social development depends not only on economic growth and macroeconomic stability, but also on an active social policy, understood not as something secondary or as public relief, but as the permanent, visible hand of the state.
