Se sostiene que la pandemia mostró las fallas estructurales que se vienen acumulando a partir de la crisis de la deuda en la década de 1980 en América Latina, y que se han acentuado en estos tiempos. Incluso antes de la pandemia, América Latina ya navegaba la creciente rivalidad y contradicciones entre Estados Unidos y China, y el comercio mundial venía creciendo a tasas menores. En el texto se resaltan algunos desafíos persistentes de la fiscalidad y la inversión, los cuales permitirían construir aparatos estatales competentes y mejorar su capacidad para conducir la recuperación y el desarrollo de nuestra región. También se advierte la situación de precariedad generalizada, lo que ha imposibilitado el confinamiento masivo necesario para gestionar con eficacia la pandemia, y que también ha inhibido el desarrollo de mercados internos y de exportación, en un momento en que el comercio global está pasando igualmente por una severa crisis. Se requiere recuperar al Estado, articulando nuevos los contractos sociales, nuevos pactos fiscales y de desarrollo productivo que permitan encaminarnos hacia un nuevo modelo de desarrollo también nuevo.

 

Abstract

It is argued that the pandemic showed structural failures, which have accumulated since the debt crisis of 1980 in Latin America, accentuated in recent times. Before the pandemic, Latin America already moved between the increasing rivalry and contradictions of the United States and China, as international commerce grew at lower rates. In context some highlights are persistent challenges in taxation and investment, which would permit building competent state apparatus, and ameliorate their capacity to conduct the recovery and development of our region. It is also noticed the general precarious situation, which has made impossible the massive confinement needed to effectively manage the pandemic, and has also inhibited building internal and export markets, in a moment when global commerce is going through a severe crisis. In order to recover the state, we need articulating new social contracts, and new fiscal and productive pacts that allow us to go to a development model also new.
